In ArSn the intermediate is anionic that is it need more electron withdrawing group (more -M and more -I). The 1 compound with 2 NO2 will have -M of 2 NO2. And now 2 compound will have -M of only 1 NO2 but no hinderence. But in 4 compound the case is similar to 2 compound except that hinderence is greater as compared to 2. While in 3 compound the NO2 group is meta substituted so it will not have any -M effect.
