lets say cubic is
$ax^3+bx^2 + cx +d$. let some slope be m.
now $3ax^2+2bx+c= m$. which is quadratic in m. so we can have sometime real root for it.
so we can hav two points (x1, ...) and (x2...) where slopes are equal.
we can then hv tangent same as
eqn of tangent is
y-y1=m(x-x1)

Yes there can be parallel tangents at two different points but how to know it will coincide
