The four points are (0,1),(-3,0),(0,3/2) and (-1/k,0)
two conditions are possible:
Circle passes thru four distinct points
Or it is tangent at one point.
One condition is solved by @ashish-deo-singh
For other: one point (-3,0) and (-1/k,0) can be same at k=1/3
For this k there will be one distinct circle.

@ashish-deo-singh is λ=-2 also possible? in power of point we will equate distances then mod also comes right?
it was better to use family of lines.
use the teo given line and xy=0 use family of curve , and apply condition for circle.
