Please explain why option a cannot be the answer instead of option c?

Secondary xylem is the type of xylem formed from secondary growth. In comparison, the primary xylem forms during primary growth. Because of this, the secondary xylem is associated with lateral growth rather than vertical growth as in the primary xylem.

Root &stem is easily differentiated on basis of protoxylem
Dicot stem has endarch vascular bundle
Endarch is the arrangement in which the proto xylem is directed towards the centre and meta xylem towards periphery.

Dicot root has exarch vascular bundle
exarch is the arrangement in which the protoxylem is directed towards the periphery and metaxylem towards the centre.
